They are in the country illegally, just had all their money taken and cant afford to fight to get it back. ![]() Perfect victims are illegal aliens who carry their earned money with them to various states where they find work. People who can't (or wont) try to get their money back with costly lawyers and lawsuit are often targeted by police. And the town's insurance companies pay the lawsuit settlements. Police are rarely ever prosecuted or sued for their abuses because they have "qualified immunity". ![]() Police unions are incredibly powerful and protect their dues-payers. Or they preemptively quit so they dont have to cooperate with IA. SOmetimes even then all they get is a paid suspension. Police rarely face any real repercussions for abuses unless it is incredibly inflammatory, there is overwhelming evidence and makes the news. It is something that has become rife with abuse. They hand the case over to them, the federal government prosecutes and gives money back in federal money to the PDs. Even in jurisdictions when their PDs are not generally allowed to profit from property seizures, they can make deals with the federal government to get a share. MANY cash-strapped podunk towns see this as a cash cow. And then that puts the onus on YOU to prove it was earned legitimately.
